This is not a known issue. Rather than pulling the Savvy Files from another site, have you tried downloading new Savvy files and uploading those? Anything you can think of that might be different in this install?
Do you know whether they have their browser set to accept cookies or not?

This is likely the same issue we just responded to Andy Graber about with another site. The /actionfiles/dnav/cssmenu/js files needs to be updated.
